Civil service is the duty of civil servants to fulfill their duties in accordance with the Constitution of the Republic of Azerbaijan and other legislative acts. Civil service is a staffing unit compliant with the structure and staffing schedule defined by the normative acts of the government agency. The limits of the authority and functions of the person holding that position shall be determined depending on the authority of that agency. A civil servant is a citizen of the Republic of Azerbaijan who is a citizen of the Republic of Azerbaijan, who swears that he / she is liable to the Azerbaijan Republic when he / she is a civil servant holding a civil service position and can be admitted to the civil service for civil service in a manner defined by this Law (salary may only be provided from the sources specified in Article 7.1 of the Law on Civil Service).

The State Statistical Committee is implementing a quality management system according to ISO 9001 international standards, in 2013, the State Statistical Committee conducted an external audit of the quality management system and in August of the same year obtained a certificate of conformity to the international standard ISO 9001: 2008 in the field of "Production and dissemination of official statistics data". After the change in the international standard in 2015, all documents of the quality management system have been revised according to the requirements of the ISO 9001: 2015 international standard. On March 9-10, 2017, the State Statistical Committee received an external audit (Certification Audit) compliance with the ISO 9001: 2015 international quality standard and obtained a certificate of conformity to the ISO 9001: 2015 international standard in the field of "Production and dissemination of official statistics data". The national version of the self-assessment survey (DESAP) in 2016 was developed and self-assessed by the head of the observer with the participation of experts from Germany and Bulgaria within the Twinning project in the 1-labor form. Workshops on QMS are organized for employees of structural divisions of the apparatus and local statistical agencies, with a minimum of one consecutive year. In 2010 and 2017, the Global Comparison of the National Statistical System of the Republic of Azerbaijan was conducted by the European Statistical Bureau (Eurostat), the United Nations Economic Commission for Europe (UNECE) and the European Free Trade Association (AATA), improving the statistical system works are being carried out.
