7.1 Confidentiality - policy In accordance with the Law of the Republic of Azerbaijan "On Official Statistics", preliminary information is prohibited. Access to micro-data is prohibited. 7.2 Confidentiality - data treatment It is not permitted to distribute official statistical material that reflects or discloses confidential information among users. The summary (generalized) information permitted to disclose shall contain at least three statistical information and, as such, the share of any of the statistical units shall not exceed 85%.

11 1 Quality management
11.1 Quality assurance The State Statistical Committee has implemented a quality management system in accordance with the ISO 9001 international standard. In 2013, an external audit of the quality management system was conducted by the State Statistical Committee, and in August of the same year in the field of "Production and dissemination of official statistical data" the international standard ISO 9001:2008 compliance certificate has been obtained. After the change in the international standard in 2015, all documents of the quality management system have been revised according to the requirements of the ISO 9001:2015 international standard. On March 9-10, 2017, the State Statistical Committee received an external audit (Certification Audit) compliance with the ISO 9001:2015 international quality standard and obtained a certificate of conformity to ISO 9001: 2015 in the field of "Production and dissemination of official statistics data". http://www.stat.gov.az/menu/2/quality/az/sertifikat_2015.pdf The European Statistical Bureau (Eurostat), the United Nations Economic Commission for Europe (UNECE) and the United Nations Economic Commission for Europe (UNECE) in 2010 and 2017 A Global Assessment of the National Statistical System of the Republic of Azerbaijan has been conducted by the European Free Trade Association (AFTA) and statistical system are improved in accordance with recommendations of experts.
11.2 Quality assessment  Each year, audits in all departments are conducted on the basis of the approved "Audit Program". Audit groups are organized for the audit, and an individual audit plan is approved for each department. Audit group conducts audit based on audit plan. Internal monitoring of quality aspects in the system of the SSC is carried out by a competent structural division (Quality Management and Metadata), and a comprehensive review of the results of audits is submitted to the management. Audit team members (auditors) is instructed by head auditor and seminars are organized non less than once a year. The work of the State Statistical Committee is "Quality Management Systems. Requirements" ISO 9001: 2015 meeting the requirements of international standards is considered the most powerful feature of the company. Increased workload due to incomplete e-documentation and parallel paper-based document circulation, slow adaptation of staff (employees) to new standards requirements are considered weakest features.
12 1 Relevance
12.1 User needs Once a year, meetings with users on the population and gender statistics are held and their needs are assessed. Any request for non-satisfaction of the user's needs shall be evaluated operatively and if the information is relevant, the relevant information will be collected the following years and added to the official statistical report.
12.2 User satisfaction The last time in 2010, the survey was conducted by the department of Data Dissemination of SSC and 78.7% of the respondents stated that they fully and 19.6% partly trust population statistics .
12.3 Completeness The information is full and no questions have been raised for any period or field.
13 1 Accuracy and reliability
13.1 Overall accuracy No such assessment has been conducted.
13.2 Sampling error Selection error is not calculated because of being fully written.
13.3 Non-sampling error The non-selective error is conducted in accordance with the "Rules on classification and elimination of errors in reporting data", approved by the order of the State Statistical Committee dated 4 January 2013, number 4/t.
14 1 Timeliness and punctuality
14.1 Timeliness Conducted by "Statistical Work Program" of State Statistical Committee of the Republic of Azerbaijan.
14.2 Punctuality Implemented by the "Statistical Work Program". There are no delays in the broadcast schedule and program.
15 1 Coherence and comparability
15.1 Comparability - geographical It geographically covers the country's provinces and administrative regions and cities.
15.2 Comparability - over time The final data are available from 2015 and there were no breaks in the dynamics series.
15.3 Coherence - cross domain Interconformity does not take place because other field statistics are not accumulated by departments.

16 1 Cost and burden Every year, the composition of all reports on population and gender statistics is revised to reduce the burden on respondents. Thus, the official statistical observation form No. 1-DÖQ "Registration of births and infant mortality in households", official statistical reporting form No. 1-STM "Number of population, natural and migration flows" in 2012 was canceled by the decision of the State Statistical Committee on June 27, 2012 to reduce the burden on respondents and the official statistical reporting form 1-STM was revised, and a number of amendments were approved in the form of statistical schedule.

17.1 Data revision - policy Data clarification policy is conducted according to the "Statement of Review of Statistical Data on Key Statistical Instruments", approved by the Decree of the State Statistical Committee dated 10.05.2016, published by order 60/t, which is available to the public and posted on the website of the Committee in statistical publications  http://www.stat.gov.az/menu/6/information_regulations/reg_05_2016.pdff.
17.2 Data revision - practice After preliminary data is received, definitions are made and final data is received. There is a slight difference between the initial and the final data.

18.4 Data validation After the data is entered into the database, the entered data is checked by the colleagues of the department: If inconsistencies are detected during the monitoring of the online database, the relevant ministry, committee or head office that submitted the information is informed about it, relevant explanations are given and relevant corrections are made before the end of the reporting period.
