Poverty is the characteristic of the individual's or social group's economic status that can not afford to consume the minimum set of food, non-food and services necessary for survival, as well as the ability to work. Poverty is a relative concept and it depends on the general standards of living of a society taken separately.

In order to determine the level of poverty, the cost of living in the country is calculated firstly. The cost of living is perceived as a poverty line. The proportion of people income below the subsistence minimum per capita is the indicator of poverty, and this population is considered to be a poor population.

11 1 Quality management
11.1 Quality assurance The State Statistical Committee has implemented a quality management system in accordance with the ISO 9001 international standard. In 2013, an external audit of the quality management system was conducted by the State Statistical Committee, and in August of the same year in the field of "Production and dissemination of official statistical data" the international standard ISO 9001: compliance certificate has been obtained. After the change in the international standard in 2015, all documents of the quality management system have been revised according to the requirements of the ISO 9001: 2015 international standard. On March 9-10, 2017, the State Statistical Committee received an external audit (Certification Audit) compliance with the ISO 9001: 2015 international quality standard and obtained a certificate of conformity to ISO 9001: 2015 in the field of "Production and dissemination of official statistics data"http://www.stat.gov.az/menu/2/quality/az/sertifikat_2015.pdf Since 2012, the "Statistical Business Process Model" has been applied for standardization of statistical production. 11.2 Quality assessment Based on the annually approved "Audit Program", internal audits are conducted in the department. Audit groups are organized for the holding of the audits, and an individual audit plan is approved for the department. Audit group conducts audit based on audit plan. Domestic monitoring of quality aspects in the system of the SSC is carried out by a competent structural division (Quality Management and Metadata), and a comprehensive review of the results of audits is submitted to the management every year. Members of the audit team (auditors) are trained by the Chief Auditor before each audit and at seminars that are held no less than once a year. The activity of the SSC of Azerbaijan "Quality management systems. Requirements" are considered to be the strongest part to meet ISO 9001: 2015 international standards. Increased workload due to the lack of full electronic documentation and simultaneous paper document circulation, slow adaptation of staff to the requirements of new standards are considered weakest points.

12.1 User needs Once a year, household survey meetings are held with users and their needs and proposals are assessed. There is no information about non-payment of the user's request.

13 1 Accuracy and reliability
13.1 Overall accuracy The drafting of the selection statistical observation system covers all regions of the country. Selection plan is drawn up at the rate of 0.5 percent, depending on the number of households in the regions. Representation is provided across all regions of the country. The department first of all continues its methodological work to improve the quality of primary data received from local statistical bodies. Regular seminars are organized with consultants, monitoring surveys are conducted in places, and consultants are operatively informed if any methodological innovations occur.
13.2 Sampling error Selection error is not counted.
13.3 Non-sampling error Non-selective mistakes are made because all respondents have been responded. The non-selective mistake can be carried out in accordance with the "Rules on classification and elimination of errors in reporting data" approved by the order of the State Statistical Committee dated 4 January 2013, number 4/t. Seminar-consultations and practical assistance are provided in order to minimize the various types of errors.
